Supply Corps Officers Nominated for Promotion

Secretary of Defense Ash Carter announced that Capt. John T. Palmer and Capt. Richard Duke Heinz have been nominated for promotion to the rank of Rear Admiral (Lower Half). [caption id="attachment_5047" align="alignleft" width="240"]

Capt. John T. Palmer, SC, USN Capt. Palmer is assigned as deputy chief of staff for Logistics, Fleet Supply and Ordnance, N4, United States Pacific Fleet, Pearl Harbor, Hawaii. He previously served as commanding officer, Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, San Diego, California. Capt. Palmer, a native of Lexington, Kentucky, earned a bachelor’s degree from The Citadel and a master’s degree from the Naval Postgraduate School. His operational assignments include USS Harry S. Truman (CVN 75) in support of Joint Task Force Katrina; USS George Washington (CVN 73) during Operations Enduring Freedom and Noble Eagle; USS Boone (FFG 28) during Operation Sharp Guard; and USS Guam (LPH 9) during Operations Desert Shield, Desert Storm, and Eastern Exit. Previous duty stations include assistant commander, Supply Operations and Logistics Policy (N3/4), NAVSUP, Mechanicsburg, Pennsylvania; director of Supply Corps Personnel, Navy Personnel Command, Millington, Tennessee; deputy assistant commander for contracts at Naval Air Systems Command, Patuxent River, Maryland; commanded simultaneously two Defense Logistics Agency (DLA) depots (Defense Distribution Mapping Activity and Defense Distribution Depot) Richmond, Virginia; executive assistant to the Commander, NAVSUP; and deputy department head for contracts in support of programs in PEO (W) (Cruise Missiles & Unmanned Aerial Vehicles) and AIR 1.0 (Multi-Mission Aircraft & Multi-Mission Platform Equipment), Naval Air Systems Command. He was also stationed at DLA Aviation (formerly Defense Supply Center Richmond, Virginia) as a procurement branch chief, a deputy product center leader, team leader for Business Strategy, and as an instructor of Supply Management at Navy Supply Corps School, Athens, Georgia. Capt. Richard Duke Heinz, SC, USN Capt. Heinz is assigned as commander, NAVSUP Weapon Systems Support (WSS). He previously served as division chief, Strategy and Readiness, Joint Logistics Directorate (J4), Joint Staff, Washington, District of Columbia. Capt. Heinz, a native of Annandale, Virginia, earned a bachelor’s degree from James Madison University and master’s degrees from Embry-Riddle Aeronautical University and National Defense University’s Eisenhower School. His operational assignments include USS Nimitz (CVN 68) during Operation Enduring Freedom; USS Enterprise (CVN 65) during Operation Desert Fox; and USS Bergall (SSN 667). Previous duty stations include commanding officer, Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, Jacksonville, Florida; director of aviation, NAVSUP Weapon Systems Support (WSS), Philadelphia, Pennsylvania; the staff of Chief of Naval Operations, Programming Division (N80), Washington, District of Columbia; NAVSUP WSS (formerly known as Naval Inventory Control Point), Philadelphia, Pennsylvania; NAVSUP Office of Personnel, Millington, Tennessee; the U.S. Navy Flight Demonstration Team, the Blue Angels; and Naval Air Station, Lemoore, California.
